How the Affordable Care Act will Affect Substitute Teachers

The Patient Protection and Affordable Care Act, according to the U.S. Department of Health and Human Services website, was passed in 2010 with the Supreme Court upholding the law in 2012.  More succinctly entitled the Affordable Care Act, President Obama anticipated a mandate that would “put consumers back in charge of their health care”.  Several of the regulations from this bill and the Internal Revenue Service’s edicts relate specifically to part-time employees, which constitute much of the substitute teacher population.  It is now in the best interest of districts to use absence management systems and carefully track worked hours to determine the validity of part-time versus full-time employment.

Charleston County SD Brings 21st Century Learning into the Classroom

The Charleston County School District purchased 206 digital books for the 2010-2011 school year and found that the students accessed these books 101,000 times throughout the year, a much larger number than they had expected. Raising Hope in McDowell County Public Schools

McDowell County Public Schools, a rural district in West Virginia, is one of the nation’s poorest school districts. In these trying times, challenges in the economy, as well as in the community are spilling over to their schools as they face problems such as outdated classroom tools and facilities, not having enough teachers, lack of busing and transportation, no after-school programs, etc.

Because McDowell County suffers from low performance from its students, the American Federation of Teachers and Governor Earl Ray Tomblin are leading a public-private partnership, called “Reconnecting McDowell”, in order to enhance educational opportunities in the district and address community problems inherently caused by chronic poverty and economic decline.

“Most people believe IQ has more impact on student achievement, but it’s actually hope,” says Bob Brown, in-district coordinator for Reconnecting McDowell. Reconnecting McDowell has gained several valuable donations and partnerships since it’s commencement in December of 2011 and is expected to last three to five years.

Hays C.I.S.D. Takes a Deeper Look into Teacher Absenteeism

Research shows that teachers in Central Texas were absent on average between 10 and 16 days during the 2010-11 school year. Teachers in the Hays and Bastrop districts led with the highest number of sick or personal leave days at just over 10 days on average. Bastrop spent $740,497 on subs during the school year and Hays spent more than $1 million. Overall, teacher absences are estimated to cost the school districts in Central Texas about $22 million a year.

With the Hays Consolidated Independent School District leading teacher absenteeism for sick/personal days, this district decided to take a deeper look at teacher attendance with the ultimate goal of improving student performance through better absence management.

For more than 17 years, Hays C. I. S. D. has been using SmartFindExpress® to assist in teacher absence management. SmartFindExpress® has consistently helped this district to maintain an absence fill rate of 98% or higher, and to fill their absences with the most qualified substitutes available. The team found the following:

  • Despite an 11% drop in teacher absences district-wide between 2010-11 and 2011-12, seven schools had increases in teacher absences.
  • Teacher attendance consistently fell below student attendance across the district.
  • Two schools saw the number of planning periods occurring on Fridays triple.
  • One school saw a 20% increase in the occurrence of personal days used on Fridays. In addition, 60% of all personal absences at this school occurred on Fridays.

Moving forward, Hays C.I.S.D. will use this data to make decisions regarding teacher absenteeism in an effort to improve student performance in their district’s schools.
